That is very vast comparison you are asking for. We do lot of product evaluation consulting and here are some high level pointers for selecting a product.
1. What are the functionalities you are looking for? Since you said HRMS, it comprises of many sub-modules like Core HR, Benefits, Payroll, Recruitment, Applicants, Global Pay, Learning and many more .. Some ERPs have strong HR and some have strong Recruitment, other have strong Payroll and learning .. You will have to look for what are client needs
2. Localization - supports local business rules, govt rules are very much needed
3. Globalization - since you are looking at multi country roll-out, this is very much needed
4. Usability - How easy is it to use, what kind of training is needed on on-going basis
5. Accessibility - This is becoming major requirement
6. Operability and Maintenance - cost of operation / maintenance..
7. Portability - In-House / Cloud
8. Customization - How much is needed. There is a cost involved
8. Speed - if you are looking for real-time this is very important.. for HR, usually this is not needed
9. Investment - This is big factor .. Microsoft based ERPs might be cheaper. but Oracle based ERPs have more options to choose from, SAP and related software huge and extremely complicated..
