Our client is big on ADA. They want to get HR and Fin that is ADA compliant. Multiple ERPs keep claiming they are the best. But am not sure which one to pick.

Also, please advise on what is best ADA testing tool for ERP.

Almost all ERPs support ADA. That is mandatory requirement. All websites, PDFs, documents and emails are also ADA complaint ..

Of all ERPs, PeopleSoft has best ADA support in Industry.

With regards to tools .. there are 2 main tools - WAVE and NVDA. NVDA is free but not as comprehensive as WAVE.
